Hanna Cho

Advisory Council Member

Hanna Cho is Assistant Director, Projects & Relations at the Museum of Anthropology at UBC, where she leads strategic initiatives across exhibitions, engagement, and partnerships. She is also the founder of Hamkkeh Consulting, advising on cultural and organizational strategy and international partnerships for arts, nonprofit, and creative sector groups.

An interdisciplinary strategist and connector, Hanna has nearly two decades of experience pioneering projects across museums, interactive media, and the creative industries. She has held senior roles at the Royal BC Museum, the Museum of Vancouver, and creative technology studio ngx interactive, collaborating with institutions including the Smithsonian National Air and Space Museum and the Perlan Museum in Iceland. Her work spans Canada–Asia co-production initiatives, creative economy development, and global cultural networks, with a focus on inclusive, next-generation impact.

At OCAD University’s Cultural Policy Hub, Hanna brings her systems-driven, equity-centered perspective to research and dialogue at the intersection of culture, technology, and public policy. She also serves on the City of Vancouver Arts and Culture Advisory, has contributed to boards and juries shaping cultural innovation, and was a Thought Leader with Lord Cultural Resources.

Freddy Detchou

Advisory Council Member

Christian "Freddy" Detchou is a bilingual creative and researcher working to build equitable, innovative societies through the creative and cultural industries (CCIs). Through his experience in media, consulting, and international development, he witnessed the positive impact of strong cultural policy, and aims to develop people-focused solutions to challenges facing Canadian and global arts communities. He holds a Master’s in Media Practice for Development and Social Change (University of Sussex) and a BA in Political Science and African Studies (McGill). Since 2015, he has also written, produced, and performed music professionally as SUPER FREDDY.

Laurence Dubuc

Advisory Council Member

Laurence D. Dubuc (she/her) is a policy and research analyst at the Fédération culturelle canadienne-française (FCCF) and a research associate at the Centre de recherche interuniversitaire sur la mondialisation et le travail (CRIMT). Her work involves analyzing public policies that impact the conditions under which artistic and cultural work is carried out in the Acadian and Canadian Francophonie. She holds a PhD in industrial relations from the University of Montreal and continues to be involved in academic research. Her areas of expertise include precarious employment in the arts and culture sector, strategies for improving the working conditions of artists and cultural workers, and new models of participatory governance in the arts and culture sector.

Ian Kamau

Advisory Council Member

Ian Kamau is an artist, designer, strategist, and writer with a Masters in Design (MDes) from OCADU’s Strategic Foresight and Innovation program, a Bachelor in Design (BDes) and Masters in Environmental Studies (MES) from York University. He was a residency and associate artist at The Theatre Centre leading to Loss, a multimedia performance that premiered at the 2023 Luminato Festival in Toronto, and ran at the 2025 Under the Radar Fest in collaboration with The Apollo in New York. He has made short films including We Went Out (2022), released albums including One Day Soon (2011), and published writing with Vice, Coach House, Book Thug, and the City of Toronto, and was founding executive director of Nia Centre for the Arts. He currently works as a design strategist with The Canadian Heritage Information Network (CHIN) at Canadian Heritage. His interests include arts and culture, critical city building, psychology, and strategy.

Toyin Lafenwa Oladele

Advisory Council Member

Toyin Lafenwa Oladele is a celebrated arts leader, entrepreneur, philanthropist, and community builder. Originally from Nigeria, she is the Founder and Executive Director of the Immigrant Council for Arts Innovation (ICAI), where she champions immigrant and minority artists. Her multidisciplinary practice, spanning music, dance, theatre, film, and literature, reflects a deep commitment to cultural diversity, inclusion, and community empowerment. Toyin has also led and advised early-stage ventures with a focus on equity, innovation, and community impact. Her expertise in strategic planning and partnerships has enabled her to build resilient ecosystems that support diverse creators and changemakers and has earned her multiple awards in Calgary and across Canada. Beyond her professional achievements, Toyin is a dedicated mentor and volunteer, serving on several boards. She is currently pursuing an Executive MBA at Queen’s University, Canada.

Tammy Lee

Advisory Council Member

Tammy Lee is a systems strategist working at the intersection of culture, data, and AI governance. As CEO of Culture Creates, she leads work on public digital tools like Footlight CMS and Artsdata.ca, designed to structure cultural metadata for machine readability and human agency. Her focus is on the input layer of AI systems—who gets encoded, what becomes visible, and how context is preserved or lost. With a background in performing arts and fluency in data systems, Tammy works across sectors to advance cultural policy as infrastructure—grounded in meaning, interoperable by design, and built to secure equity in the algorithmic age.

Shannon Litzenberger

Advisory Council Member

Shannon Litzenberger is an award-winning multidisciplinary artist, civic leader, and strategist working at the intersection of creative practice, leadership development, and systems change. With over 25 years of experience, she has cultivated a rich career as a performer, choreographer, director and producer, led local arts initiatives and national arts organizations, authored influential policy papers, and designed participatory programs that bridge artistic practice and public life. As Artist-Researcher-in-Residence at the University of Toronto’s School of Cities and co-founder of the Public Imagination Network, she advances creative approaches to civic participation and democratic renewal. Shannon brings deep expertise in facilitation, research, leadership development, and cultural policy, grounded in a lifelong commitment to cultural equity, imagination, and collective transformation. Kate Mattocks

Advisory Council Member

Kate Mattocks, PhD, is public policy scholar with a particular interest in cultural policy. Kate is fascinated by the public governance of Canadian culture, in how cultural identity and diversity are treated in policy, and in how this is connected to the politics of belonging and identity. She has several publications on cultural policy at the federal level in Canada, and has also published on cultural policy in the European Union. Kate is a former assistant professor at the University of East Anglia (UK), and currently a research coordinator and part-time instructor at Dalhousie University in Halifax.

Neal McDougall

Advisory Council Member

Neal McDougall is Assistant Executive Director at the Writers Guild of Canada (WGC). Since 2013, Neal has advocated for Canadian screenwriters in proceedings before the Canadian Radio-television and Telecommunications Commission (CRTC), federal Parliamentary committees, and with funding bodies and elected officials. Prior to that, Neal worked in policy and program development at the Canada Media Fund (CMF). He is a Board member of the Coalition for the Diversity of Cultural Expressions (CDCE), and his writing on topics from broadcasting policy to artificial intelligence has been published in tvo.org, Cartt, and the Toronto Star. Neal has worked as a professional screenwriter himself and was an award-winning student filmmaker. He holds a Bachelor of Laws degree from Osgoode Hall Law School, and a Bachelor of Fine Arts degree from York University, where he studied film and video production.
